Safety Requirements

Listed on the following page are the minimum fire prevention and public safety requirements for the Thomas & Mack Center, Cox Pavilion, and the Office of Nevada State Fire Marshal for all arena, stadium, meeting hall, and parking lot events.

UNIFORM FIRE CODE VIOLATIONS, INCLUDING THE FOLLOWING REQUIREMENTS, IS A MISDEMEANOR SUBJECT TO PROSECUTION. Please be aware that compliance with the requirements of the State Fire Marshal does not preclude the necessity of complying with the regulations of the other authorities and/or licensing agencies.

Five (5) accurate, to scale floor plans of proposed event must be submitted to Event Services within a minimum of thirty (30) days prior to the opening of the event. Plans must include dimensions for aisle width(s), booth size(s), table size(s), row numbers and number of chairs within each row. ALL plans inspected by Facility Operations, Event Services Coordinator and the State Fire Marshal. Once plans receive facility approval and authorization, plans then receive stamp and approval from State Fire Marshal.

Following final approval, three (3) sets of plans returned, one (1) copy each given to and retained by Licensee, Facility Operations, and State Fire Marshal's office. Post plan approval changes made no less than two (2) weeks prior to the event, at pre-production meeting. In attendance to pre-production meeting are Facility Staff and concerned parties and members its staff, therewith. Requests for plan amendment(s), after already having received plan approval, take place during said production meeting, receiving approval or rejection of requested amendment(s) from State Fire Marshal. Additionally, State Fire Marshal responsible for approving or rejecting all submitted requests made anytime thereafter. Floor plan changes/modifications not accepted upon receiving approval of plans. Acceptable approvals for changes/modifications made after this time approved only by the Facility and the State Fire Marshal.


  • Aisles shall be a minimum of five (5) feet clear width.
  • Clear access of three (3) feet provided to all fire protection appliances, alarm boxes and sprinklers.
  • No variance permitted from these requirements unless submitted in writing and approved in writing by the Facility and State of Nevada Fire Marshal.
  • All chairs must be included in the booth size. When decorating, allow a minimum of two (2) to three (3) feet in width for loose chairs.

All decorations, drapes, signs, banners, acoustical materials, hay, straw, moss, split bamboo, plastic, cloth, and similar decorative materials shall be flame retardant to the satisfaction of the State Fire Marshal's certification of flame retardant or the ability to pass a field flame test.

Any material having a brushed or nap finish, such as, but not necessarily limited to, carpeting materials, shall have a flame spread rating of not more than 23, regardless of location or occupancy.

When installing interior wall or ceiling finish, all carpeting or similar materials with a napped or tufted looped surface shall have Class I Flame-spread classification.


  • Aisles isles and exits as designed on approved show plans areas kept clear and free of obstruction.
  • Booth construction shall be substantial and fixed in position in specified areas for the duration of the show.
  • Easels, signs, etc., placed beyond the booth area into the aisles.
  • Directional exit signs may be required when exit signs are not readily visible.
  • Electrical wiring, ropes and mechanical rods, when at all possible, should be overhead - if necessary, lay on the floor in aisles and exit ways, they shall be covered and taped down.
  • Firefighting equipment, such as fire extinguishers and/or wet hose lines, provided and properly maintained in accessible, easily visible locations including posted designation signs a requirement. Fire extinguishers shall have a minimum rating of 2A IOBC and pressurized water extinguishers are not acceptable. Extinguishers placed for a maximum travel distance of seventy-five (75) feet occurs.
  • Literature on display shall be limited to reasonable quantities. Reserve supplies kept neat and compact.
  • No flammable liquids allowed in the building.
  • Painting or spraying of toxic or flammable materials prohibited.
  • Smoking prohibited in all areas.
  • Compressed gas bottles secured in place, preventing them from falling over, etc.

The following are required for all activities made ten (10) days in advance of event:

  • Approved permit issued for the display of and/or operation of devices with an open flame or produce heat, issued by the State Fire Marshal's Office or by UNLV Risk Management Fire & Life Safety.
  • Approved permit issued for displaying and/or operation of any electrical, mechanical or chemical device, deemed hazardous by the State Fire Marshal's office.
  • Approved permit issued for the use and/or storage of flammable liquids, compressed gas and any other hazardous material(s) and/or chemical(s), issued by the State Fire Marshal's Office.
  • Approved permit issued for display of and/or operation of devices having internal combustion engines, issued by the State Fire Marshal's Office or by UNLV Risk Management Fire & Life Safety.
  • Approved permit issued for all outdoor cooking with the use of grease, issued by UNLV Risk Management Fire & Life Safety.
  • Approved permit issued for all pyrotechnics display(s), issued by the State Fire Marshal's Office.
  • Approved permit issued for all tent erection(s), issued by UNLV Risk Management Fire & Life Safety.
  • Approved permit issued for all outdoor carnivals, fairs and productions, issued by UNLV Risk Management Fire & Life Safety.

All temporary wiring must meet local and state requirements. Non-compliance with this requirement will cause the revoking of the fire permit and/or in the case of exhibits, elimination of the booth from the show.

Unframed Rigid Combustible Material
Rigid-combustible material and assemblies of materials no more than 1/4 inch in thickness used for folding doors, room dividers, decorative screens and similar applications, which do not create concealed spaces and are installed with exposed edges, shall be flame retardant.
Framed Rigid Combustible Material
Decorative materials no more than 1/4 inch in thickness used for similar applications and installed with all edges protected shall conform to the following:

  • Exposed edges protected with metal frames or another non-combustible material, solid wood (minimum 1/4").
  • The total square foot area of the material shall not exceed ten percent (10%) of the floor area of the room in which the material installed.
  • Cannot use canvas, cloth, cardboard, leaves or similar combustible materials in ceiling constructions which exceed past a length of thirty consecutive days and shall be completely flame retardant.
  • Decorative materials not permitted to conceal or obstruct required exit doors, exit lights, fire alarms sending stations, wet-stand pipes, hose cabinets and fire extinguisher locations.
  • Treatments used to accomplish this flame retardation renewed as often as deemed necessary by the Fire Prevention Bureau maintaining flame retardation effect.
  • All display(s) or exhibit(s) of combustible material or construction in connection therewith shall be so limited in combustibility or protected as to avoid any undue hazard of the fire that might endanger occupants before they have the opportunity to use available exits, as determined by the authority having jurisdiction.

Following are the State of Nevada Fire Marshal's minimum fire safety requirements for public display(s) of motor vehicles in assemblage occupancies:

Fuel Tanks
Tanks shall contain no more than 1/4 tank of fuel at any time. Caps for the fuel tank shall be locking type, maintaining locked position at all times. If a locking cap is not the most practical to attach, employ the next most practical method, deemed and approved by the State of Nevada Fire Marshal.

Electric System
Electrical system(s) shall be de-energized, employing one of the following methods:

  • Remove battery.
  • Disconnect battery cables.
  • Disconnect single battery cable, covering cable with electrical tape or similar insulating material.

Display(s) area location(s) shall not obstruct required aisles or exit ways.

All motor vehicle operation prohibited except during event set up or event take down.
4OBC fire extinguisher required.

Prior to use, contact office of the State of Nevada Fire Marshal for code requirements. All flames used for cooking require 4OBC fire extinguishers.

Following are State of Nevada Fire Marshal's requirements for indoor fireworks display(s):

  • NO FIREWORKS DISPLAY(S) ALLOWED during an open dance floor concert.
  • Concerts with provided seating, fireworks permitted when:
    • Pyrotechnics technician shall be licensed by and obtain approved permit through the office of the Nevada State Fire Marshal. The same technician must be present for said fireworks display(s).
    • If the fire inspector present feels unsure about the proposed display(s), he or she may require the pyrotechnics technician to demonstrate the fireworks display(s) in question, in a clear area outdoors.
    • Fire standby person required for all planned fireworks display(s).
    • Applications for permits made in writing ten (10) days prior to date of display(s), providing the following:
      • Current Pyrotechnics License issued by the office of the State of Nevada Fire Marshal.
      • Insurance coverage must meet minimal insurance limits as required by facility and list Board of Regents of the Nevada System of Higher Education as an additional insured on all liability insurance policies excluding professional liability.
      • Registration Certification issued through office of State Fire Marshal.
      • Separate and complete document containing both "Shot-Sheet" and Effects lists.
      • Planned schedule(s) for Fire Marshal fireworks demonstration(s) day(s) and time(s).
      • Permit issued through office of State Fire Marshal.
    • Other than fireworks with prior permit approval and issue, there are to be NO additional fireworks permitted during the display.
    • Unauthorized added fireworks displayed during the event results in void of permit and/or the rejection of any future permits for all events in relation to the involved company or parties. Violations may also result in license revocation.

The Division of Preventative Safety created to assist employer compliance with Nevada laws, governing occupational safety and health. As an employer and Licensee, you are responsible to comply with all Nevada safety and health standards and regulations stated within:

  • Nevada Occupational Safety and Health Act: both employer and employee must have a thorough knowledge of these standards and regulations.
  • Occupational Safety and Health Standards and Regulations (OSHA), including:
    • Safe use of equipment and machinery required.
    • Furnish and provide all personal protective gear.
    • Signage used for 'Hazard' recognition.
    • Document furnishing planned procedures, in the event of an emergency.
    • Employer responsible for informing all employees, contractors, subcontractors and agents of the safety rules, regulations and standards, which apply to their respective duties.
